Why California Carriers Are Requiring Mitigation

After a decade of major California wildfires, most carriers have reduced exposure in foothill and mountain communities. Many now require documented defensible space and home hardening as a condition of renewal — and many will not write new policies in higher-risk zones without it.

Properties that can't show documented mitigation often end up referred to the California FAIR Plan at premiums multiple times higher than standard coverage and with reduced limits. Documentation is the lever that keeps you in the standard market or, in some cases, allows you to leave the FAIR Plan.

What 'Documented Defensible Space' Actually Means

Carriers want a paper trail: before-and-after photos, a written scope of work, and a compliance summary that maps the work back to California PRC 4291 (defensible space) and where applicable AB 3074 (Zone 0).
